The rapid growth of online sales business has directly impacted the increasing volume of postal parcel shipments from both domestic and foreign sources. In addition to the importance of collecting import duties and taxes, the Directorate General of Customs and Excise (DGCE) plays a crucial role in enforcing regulations on prohibited and restricted goods through postal parcels. The purpose of this research is to identify and analyze the constraining factors, as well as the efforts to overcome the obstacles in implementing the import policy on postal parcel goods at the Customs and Excise Supervision and Service Office (KPPBC) Pasar Baru. This research employs a qualitative approach with a descriptive method. The purposive sampling technique was applied by interviewing 5 informants. The data analysis technique used includes Data Reduction, Presentation, and Data Verification (through Credibility Test, Transferability Test, Dependability Test, and Confirmability Test). The research findings indicate that the number of activities in 2021 increased to 2027 due to the significant impact of the increased volume of CN postal parcel goods, leading to tighter supervision and a higher number of enforcement actions. However, in 2022, there was a decline in the number of enforcement actions due to a new policy from the organization’s management allowing the importation of sex toys, resulting in a decrease in enforcement actions on postal parcels (Consignment Note/CN) at the Pasar Baru Post Office. Several obstacles and hindrances were identified, including the lack of awareness among the public regarding import regulations and procedures for postal parcels goods, and the inadequate number of additional employees that do not match the workload analysis at KPPBC TMP C Pasar Baru Post Office. Therefore, it is essential to conduct outreach or information dissemination to the public with clear communication, and postal parcel service users should enhance compliance with the items they send to avoid violations during implementation. Additionally, the Customs and Excise Supervision and Service Office need to allocate more officers to KPPBC TMP C Pasar Baru to optimize supervision and ensure smooth and efficient operations.
