This study is motivated by the importance of optimizing waste collection fees as a source of Local Government Revenue (PAD), particularly in densely populated areas such as Sunter Jaya Subdistrict, North Jakarta. The issues addressed in this study included the implementation of waste collection fees and the factors that support and hinder their effectiveness in increasing local government revenue. This study used a descriptive qualitative method with data collection techniques including interviews, observations, and documentation. Analysis was conducted based on Adolf Wagner's theory of ideal collection principles. The results of the study indicated that although aggregate revenue collection exceeds the target, the collection process is not yet fully effective due to challenges such as low public awareness, insufficient socialization, and weak administrative and supervisory systems. This study concluded that to improve the effectiveness of waste collection fee collection, improvements are needed in the service system, increased public education, and strengthened coordination between field officers and local governments.
