This research aims to identify the types of institutional capacity development of micro, small and medium enterprises through Business Development Services and find the model of institutional capacity development suitable for micro, small and medium enterprises through Business Development Services in Banten Province, Indonesia. This study involves twenty-two informants by using deep semi-structured interviews to al l stakeholders of micro, small and medium enterprises. The study uses a qualitative approach, with a method of analysis of concepts consisting of reviewing stages of the theory, the stage offield work and the analysis phase. In institutional perspective, there are three capacities identified by micro, small and medium enterprises through Business Development Services program namely financial capacity, entrepreneurship capacity and marketing capacity, The Model of institutional capacity development of enterprises, micro, small and medium through Business Development Service which is found to be closely related to policy aspects, networking and market demand. Practical implications• application of the institutional capacity development concept needs to identify some of the key capacities in the success of running the Business Development Service program. Aspects of institutional capacity can develop and adjust the condition of the organization, especially those running business processes in the economic sector.
