Improving Civil Servants’ Competences in Public Service towards the New Normal Era


In this study, a case study approach of a qualitative research design is employed. Data collection is applied with a semi structured interview to dig deeper the cases occurred in government institutions related to the civil servants' competence. The research found that 4 literacies which include: Self Health and Work Environment Literacy, New Normal Organizational Literacy; Supporting Technology Literacy on flexible working arrangements, and Data and Information Literacy are very urgent to be implemented in order to support the competence of the civil apparatus in adapting to New Normal conditions. For future research, the researcher recommends to conduct studies on how the mechanism of training on quality improvement of civil servants can be implemented with different approach.
